I’d like to figure out if there are any HDTV channels available before I buy an HDTV with a built-in tuner. I’m not willing to pay for the expensive HDTV cable or satellite packages.

Currently, there are not a ton of HDTV channels out there and as far as I know, there’s not a way to get them without subscribing to a package that your cable or satellite provider offers. I have Time Warner in Charlotte, NC and they have about 15-20 HDTV channels that you can receive using their digital cable box. Their HD tier package is only $6.95 more per month and it gives me some cool HD channels. You would want to check your local cable or satellite providers to see what they offer. Additional HDTV channels should become available as various networks eventually make the shift to an HDTV signal, so it definetely would not go to waste if you buy a new TV.
